The Bureau of Regulatory Operations is responsible for licensing, certification, and enforcement for health care facilities, services, and programs.
What You'll Do:
Primary Duties:
Develops and implements policy and procedures related to Medicare/Medicaid enforcement to ensure federal mandated time frames are met.
Researches information requested from the federal government, other state agencies and general public and ensures completeness, accuracy and adherence to federal guidelines for Medicare/Medicaid enforcement.
Oversees development, implementation and data entry of various electronic databases as requested by supervisor and manager.
Coordinates, monitors and tracks Informal Reconsideration for ICF/IID facilities, and Informal Dispute Resolution (IDR) for Nursing Facilities and hearing requests for nursing facilities for enforcement actions.
Coordinates the independent informal dispute resolution (I-IDR) process for Nursing Facilities in data entering information, monitoring and tracking.
Evaluates the compliance status for effect on enforcement remedies/cycles for recertification with Medicare/Medicaid program requirements and compliance with licensure rules.
Develops and implements training program for new staff and updates all staff with training to maintain high level of efficiency.
Provides assistance to bureau chiefs, survey and enforcement bureau supervisors and reviewers on all matters pertaining to administrative oversight, processing and transmittal of enforcement documents.
Provides program direction by relieving superior of a variety of difficult administrative duties:
Acts for supervisor; Acts as a liaison with BRO staff regarding enforcement issues pertaining to Nursing Facilities, Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), Residential Care Facilities (RCFs), Home Health Agencies (HHA), and other provider/supplier types as assigned; Assumes responsibility for all administrative matters during supervisor's absence; Formulates and implements enforcement program policy.
Additional duties:
Researches and analyzes current policies and procedures to establish quality control and assurance standards as required to ensure compliance with the federal mandated guidelines for Medicare/Medicaid enforcement; Makes recommendations to bureau chiefs and supervisor regarding such changes in the Medicare/Medicaid enforcement process.
Prepares detailed analysis, reports, and trending to manager and supervisors on a daily/weekly/monthly basis and upon request.
Prepares reports based on analyses conducted to assist supervisor with annual budget preparation.
Develops and administers special programs and projects to enhance more effective and efficient work unit.

Qualifications Completion of undergraduate core program in business administration, management science or public administration; 2 years training or 2 years experience in supervisory, administrative &/or managerial position.
-Or Completion of undergraduate core program in academic field commensurate with program area to be assigned per the job posting; 2 years training or 2 years experience in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.
-Or 4 years training or 4 years experience in business administration management science or public administration.
-Or 1 year experience as Program Administrator 1, 63122.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
