The Ohio Department of Taxations Information Services Division is seeking one (1) candidate to fill our available Software Development Specialist Pilot position.
The primary technology for this position is Java/J2EE; the secondary technologies are Web framework, Web services, Hibernate, Spring JDBC, JPA, AJAX, and SQL.
The Information Services Division (ISD) plays a crucial role in the success of the department.
Specifically, this position resides in ISDs Application Development Unit.
For this position, ISD seeks a strong leader with a proven track record in Java and J2EE.
As a Software Development Specialist, you will:
Work with IT Architecture staff, CIO and/or IT Managers to design solutions that meet the agency's requirements Assist with analysis of the solution design's business case Author portions of the solution business case Seek to develop expertise in leading complex initiatives and knowledge of organizational improvement frameworks Seek to develop expertise in project management methodologies Edit or create for recommendation and approval enterprise or IT artifacts, including, but not limited to, policies, procedures, standards, guidelines, best practices and position papers For additional information, scroll down to review the Official Position Description.

Additional Information The pay band for this position ranges between $27.
15/hour ($56,472/year) and $56.

Seeks to develop expertise in leading complex initiatives and knowledge of organizational improvement frameworks; seeks to develop expertise in project management methodologies.
Edits or creates for recommendation and approval enterprise or IT artifacts, including, but not limited to, policies, procedures, standards, guidelines, best practices and position papers.
Plans and conducts formal mentorship activities for peers and/or lower-level staff via verbal instructions or technical documentation.
40% - Ensures current and/or future business process flows are de-fined and documented; conducts detailed alternative analyses and determines end-user requirement(s); consults with end-users, technicians, vendors, management, and others; leads design reviews; provides post production support for applications varying in size, scope and impact to agency operations which may include load balancing, failover, and clustering.
Answers questions on technical topics to assist other technical staff in software development OR identifies sources capable of providing answers.
Presents technical topics to a diverse group.
20% - Develops pass/fail testing criteria; assesses overall system performance including optimizing code and identifying and re-solving peripheral software/hardware conflicts; oversees performance and load testing; finalizes implementation of plans, procedures and schedules; conducts lessons learned (testing perspective) and coordinates improvements to enterprise testing processes; understands technical environments and impacts on software execution in order to identify environmental components to be reviewed for adequacy.
Recommends soft-ware reusability guidelines Job duty, knowledge, skill, & ability statements at a lower level are understood to be able to be performed at any higher level.
Note:
Work involves operation of computer terminal for long periods of time; overtime may be required; must be able to be on-call 24 hours/day, seven (7) days/week, & be willing to carry pager/cellular telephone.
Qualifications Preferred Qualifications The ideal candidate will:
possess 5-7 years of experience in Java, JEE Technologies (JSP, Servlets, JDBC) in addition to experience in Web framework (Struts, JSF), Webservices (SOAP, REST), Persistence Framework (Spring, JDBC, Hibernate, JPA), and Java script libraries Minimum Qualifications To qualify for a Software Development Specialist, you should document on your online application the following:
