Official Position Description:
In the Division of Construction Management, Office of Estimating, works under direction & requires thorough knowledge of civil engineering in order to independently & jointly evaluate & interpret construction plans to prepare official Engineers' Estimates for a variety of construction projects that are complex in scope (e.
g.
, new construction, major roadway widening's, & level 3 bridge replacements for both design-build & design-bid-build projects).
Acts as staff specialist (i.
e.
, develops & applies price regressions, historical-based estimating methods, & cost-based estimating methods to prepare Engineers' Estimates).
Develops time requirements for construction activities to develop production rates for cost-based estimates & to determine overall project completion time (e.
g.
, cost-based estimate concrete form work, structural steel weights, reinforcing steel quantities, bridge painting areas).
Uses the American Association of State Highway & Transportation Officials' (AASHTO's) information system for managing transportation programs (i.
e.
, AASHTOWare Preconstruction) & other relevant software (e.
g.
, Excel) to prepare cost estimates & analyze data.
Develops cost estimating methods for project-specific conditions.
Identifies plan errors that may be detrimental to the final project cost & resolves issues with district personnel.
Performs bid analyses with bid tabulations & preconstruction data (e.
g.
, analyzes line item profiles to identify mathematically & materially unbalanced bids, front-end loaded bids, bid rigging, price fixing, & plan error exploitation).
Communicates results of estimate & bid analyses to supervisor & the Award Committee.
Assists lower-level estimators & management (e.
g.
, prepares Engineers' Estimates, develops estimating techniques, performs in-depth data analyses).
Acts as primary liaison to Central Office Staff, District personnel, & consultants in all areas related to construction costs & budgetary estimating.
Performs change order analyses & evaluates Value Engineering proposals (e.
g.
, analyzes contractor submissions, change orders, extra work costs).
Reviews technical publications, participates in seminars & workshops to gain knowledge of current construction practices, new products & techniques, & participates as a member of a construction specification committee.
Operates state vehicle to travel as needed to observe field operations, gain insights into practical application of construction methodologies, & collect empirical data for the development of construction cost estimates.
Requests price quotations, updates material costs, cost indices, & labor rates for standard estimating procedures.
Ensures all information relevant to the development of cost estimates is up-to-date.
Qualifications Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos.
exp.
as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos.
exp.
as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos.
exp.
in conducting engineering related research (i.
e.
, conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
