Duties If selected at the GS-11 level, the following duties will be performed in a developmental capacity.
Conducts in-depth analysis of proposals to evaluate the reasonableness of proposed contract prices.
Prepares comprehensive recommendations on negotiation objectives concerning cost, profit, and price, andprovides advice on cost and price matters.
Performs cost or price analysis of proposals, involving complex cost structures of large corporations, cost and/orincentive-type contracts, initial productions runs, new product research and development that necessitate projectingchanges.
Prepares final in-depth cost analysis reports, which set forth the various negotiation positions recommended andforms the primary basis for final negotiation.
Develops recommendations for procurement contracting officers to use in negotiations.

QualificationsTo qualify for a Contract Price/Cost Analyst, your resume must support:

Basic Contracting Requirement:
A.
) A baccalaureate degree from an accredited educational institution authorized togrant baccalaureate degrees OR B.
) a current civilian employee in DoD or member of the Armed Forces, whooccupied an 1102 position, contracting officer position, or comparable military contracting position with authority toaward or administer contracts above the simplified acquisition threshold on or before September 30, 2000 areexcluded from the requirements of A above.

Specialized
Experience:
One year of specialized experience that equipped you with the particular competencies tosuccessfully perform the duties of the position, and is directly in or related to this position.
In addition to meetingthe Basic Education Requirement above, to qualify for the GS-11 grade level, specialized experience must be atthe GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector.
Toqualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent underother pay systems in the Federal service, military or private sector.
Applicants must meet eligibility requirementsincluding time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimumqualifications, and any other regulatory requirements by the cut- off/closing date of the announcement.
Creditablespecialized experience includesGS-11:
- Analyzes and evaluates cost elements of proposals to determine their reasonableness andappropriateness.
Analyzes financial and other related statements to determine the adequacy ofcontractors' financial positions.
Requests information from Contracting Officers/Acquisition Specialists orcontractors when necessary.
- Reviews field reports upon receipt to assure that they are responsive, complete, and sufficient for contractnegotiation purposes.
Obtains additional field input or independently develops data to support variousnegotiating positions.
- Arranges fact-finding conferences to discuss controversial issues and considers all factors in developingnegotiation recommendations.
Participates in negotiations, as required to explain and defend theGovernment's position and the methods used to reach it.
Advises and assists contracting personnel onpricing matters when available data is insufficient to prepare a price reasonableness determination.
GS-12:
- Performing in-depth evaluations of contractor proposals using price/cost analysis such as comparison ofhistorical pricing, review of actual and estimated expenditures, and established rates to determine pricereasonableness or to determine a negotiation position.
- Negotiating complex issues related to questioned costs or price information on contractor proposals.
- Understanding of methods and techniques of fact-finding, analytical skill sufficient for analysis andresolution of complex problems, including knowledge of procurement regulations and policies as it relatesto price / cost analysis.
- Communicating orally and/or in writing with other Government agencies to obtain critical informationnecessary to evaluate contractor cost proposals.
