POSITION PURPOSE

Conducts financial, operational and compliance audits in all areas throughout the organization in accordance with the annual audit plan. Responsibilities include the planning and effective completion of assigned audit projects. May serve as the lead auditor when performing audits with other audit personnel. Composes well-written reports to summarize fact-based audit findings and provide practical business recommendations. Conducts audit work in compliance with the professional standards promulgated by the Institute of Internal Auditors (IIA) and departmental policies and procedures.


ESSENTIAL FUNCTIONS

Knows, understands, incorporates, and demonstrates the, Vision, and Values in behaviors,

, and decisions.

Co-ordinates the timing of assigned workplan projects to ensure their completion within the plan year and within budget. Conducts and supervises (as necessary) internal audit assignments from planning through reporting. Ensures that audit practices are consistent with standards developed for the department and that audit reports are accurate, concise and timely.

Furnishes
management
personnel with analyses and appraisals gathered through internal audits; provides recommendations and obtains agreements with management personnel in an effort to rectify deficiencies identified from audit procedures.

Initiates and performs follow-up reviews on audit reports to ascertain whether appropriate actions have been taken by management. Maintains the database for all follow-up reporting to management.

Generate workpapers, analyses and gather documentation to support audit findings. Prepare and maintain workpapers in an orderly fashion to facilitate review. Prepares reports to summarize internal auditing activities to Audit Committee and the Core Leadership Team.

Assists in the assessment of risks (based on the risk assessment methodology utilized in OIAS) associated with, Ministry Organizations, and subsidiary operations for the development of the system-wide audit plan.

Assist the external audit firm in the execution of the year-end financial statement audit.

Assumes primary relationship responsibilities with specifically identified Ministry Organizations (MO). Serves as a liaison between Audit
services
and those MO and subsidiaries.

Performs special investigations or other projects supporting affiliate and subsidiary management, at the direction of the
manager
and Director, Audit Services.

10. Coordinate and work collaboratively with the Information
systems
and Organizational Integrity audit teams on audits in the workplan.

11. Conduct research on topics relevant to the audit area, utilizing research resources available on-line or through other means.

12. Present in-service training sessions on topics relevant to the workplan.

13. Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Corporate Integrity Program, Code of Ethics, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior.

14. Other duties as assigned.


MINIMUM QUALIFICATIONS

A Bachelor's degree in business administration or
accounting
is required. A Master's Degree in a relevant field is desirable.

Must have a broad based knowledge of auditing including a thorough knowledge and understanding of GAAS, GAAP and in particular Healthcare and Not-for-profit accounting.

Past work experience must include four or more years of combined public accounting, internal audit and/or financial operations experience serving health care organizations.

Certification as a Certified Public
accountant
(CPA) or a Certified Internal Auditor (CIA) is required. A Certified Fraud Examiner (CFE) certification is a plus, but not required.

Demonstrates proficiency in the use of personal computers and possess working knowledge in the use of software used in a typical office environment (e.g. word processing, spreadsheet, presentation, etc. Windows, Word, Excel, GroupWise, Internet/intranet, Visio PowerPoint and Access ) and able to utilize computerized audit software (e.g. ACL).

Must be able to establish and maintain productive, professional relationships with peers, management staff and others within.

Demonstrates knowledge and understanding of the client's business as evidenced in the recommendations to management and leverages this knowledge throughout the audit process and other dealings with the client.

Must be able to make timely decisions based on logical thinking; incorporate appropriate information in analyzing problems; make decisions using ethical principles; and propose constructive and objective solutions to problems.

Demonstrates ability to analyze data, reassess scope and identify issues and best practices.

10. Must be comfortable operating in a collaborative, shared leadership environment.

11. Demonstrates strong written and verbal communication skills in order to communicate in clear, concise terms to management and governance at all levels.

12. Possesses a personal presence that is characterized by a sense of honesty, integrity, and caring with the ability to inspire and motivate others to promote the philosophy, mission, vision, goals, and values.

13. Must demonstrate, at a minimum, an overall Meets Expectations for the senior category in the Audit Services Expectations Guide for Seniors and Staff.


PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS

Must be able to work independently and to set and organize own work priorities.

Must be flexible and able to adapt to frequently changing priorities.

Must be able to travel to the various sites (approximately +/- 30%) as needed.

Working conditions are that of a typical office environment; area is clean, well-lit and temperature controlled.Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
