Registered Nurse - Eye Clinic Care Manager

The RN will assist with Eyelid Biopsies and other Non-OR procedures. Non-OR procedures may be done in specialty examination rooms or procedure rooms. Care is provided to patients with the goal of achieving quality patient care by improving clinical outcomes, increasing continuity of care, and minimizing health care costs. The Eye Care Service RN Care Manager functions within a nursing process framework for problem-solving and care facilitation:
assessment, planning, implementation, and evaluation. Job duties are focused on achieving optimum mental and physical health and illness prevention. This RN is expected to perform data collection and analysis for the purpose of improving care to patient groups, maximizing utilization of resources and enhancing the Eye Care Service. Duties include but are not limited to:
Technical and operational knowledge and clinical skills to function as Eye Care Service RN Care Manager. Promoting patient safety, continuity/quality of care and general well-being of the patient. Maintain clinical competencies through continuous study, in-services and participation in obtaining continuing education units. Ability to monitor patients using cardiac monitors to identify normal EKG rhythms, as well as lethal dysrhythmias and describe to provider and intervene to support emergency treatment procedures until arrival of Stat page Team. The Eye Care Service RN promotes safe patient care through initiating active patient identification with every patient and by not using passive confirmation. To ensure safe patient care during an invasive procedure of surgery, the Eye Care Service RN actively participates in all steps of Universal Protocol, including pre-procedure verification process and time-out. She/he is responsible for demonstrating and maintaining full competency in the use and pre-treatment of reusable medical equipment (RME). The employee must ensure that the appropriate Standard Operating Procedure (SOP) and manufacturer's instructions are followed for any step in the use and pre-treatment of RME in which he/she is involved. RN will perform medication reconciliation, clinical reminders, patient education and document appropriately in the medical record. Assists eye clinic staff in consult management. RN will be involved as needed for Employee Health Eye Exams, Compensation and Pension Eye Exams, and Home-Based Optometry or Blind Rehabilitation Care. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. NOTE:
See exception in subparagraph (b) below for candidates who are enrolled in a MSN Bridge Program. The Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) OR The Commission on Collegiate Nursing Education (CCNE). The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. OR In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA. English Language Proficiency:
RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR An ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR A Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR An ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR A BSN with approximately 1-2 years of nursing practice/experience; OR A Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR A Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR A Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. S/he may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. S/he must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs. Applicants must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements may involve lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. S/he must complete annual Employee Health requirements, such as TB screening or testing on hire, as a condition of employment. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
