General Responsibilities Works with VA Central Office, VISN 10, medical center leadership, and vendor staff to implement changes based on national and local requirements and maintain the Decision Support System (DSS) system for VISN 10. Conducts studies based on program goals established by higher levels, current healthcare program business initiatives, pilot project assignments, or other requirements identified by the supervisor. Develops plans to carry out studies and determines which central information data systems to use. Outlines specific items to be included in the study; determines personnel to be interviewed; and identifies the parameters of the study information necessary to prepare reports having sufficient details as to be considered valuable to hospital administrators in the decision-making process. Establishes time frames to conduct studies and completes studies in accordance with prescribed deadlines. Audits, compares, and assesses various data to identify areas of improvement and opportunities for standardization in processes. Makes comparisons and draw conclusions on data compared to other sites across the nation. Pulls data for all VISN sites in order to complete these duties. Analyzes the existing automated and manual systems to determine the type of accounting information available. Prepares and gives oral presentations on the project's objectives and status to Medical Center and VISN 10 personnel. Works independently performing studies/analyses to identify and explore trends, patterns, problem areas and causal relationships with regard to the current and future managed care environment and its impact on the operating functions of the organization. Organizes data and information and prepares relevant analyses to support health care related decision-making at all levels. Utilizes independent judgment and knowledge of established managerial cost accounting principles, theories, and practices in order to understand and resolve difficult and complex problems. Facilitates solutions related to data integrity between service managers and executive leadership. Makes recommendations on how to revise processes that have a negative impact on data integrity. Utilizes knowledge of health care data and information systems to analyze the creditability, consistency, and timeliness of data between medical information systems, applications and reports. Identifies data required for use in the management and direction of programs. Develops data analysis tools and systems for support of clinical activities. Incumbent provides data analysis for patient care programs. Performs analysis and input and/or recommendations to assist management in maximizing optimal cost effectiveness. Resource Utilization Supports the development of new databases based on analysis of current databases and applications in order to meet user requirements. Collects and compiles statistical data from automated reports and a variety of automated medical data systems to support specific health care cost analysis. Analyzes cost and utilization trends to identify problem areas, provide objective assessment and prioritize and recommend appropriate actions and alternatives. Analyzes VISN historical utilization data to identify trends in demands, outputs produced, type of resources used and other types of available data. Identifies inconsistent data from various automated systems and initiates corrective actions. Reviews and analyzes computer generated cost and VISN budget reports on a monthly/quarterly basis in order to verify the accuracy of the data, noting trends, and analyzing variances. Performs annual standard cost review and updates direct and indirect cost allocation models in order to provide accurate and relevant cost information. Performs cost feasibility studies and special projects when requested by management. Analyzes available VISN financial and clinical data to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports for management and customers. Employs investigation and management analysis techniques and methods to develop comprehensive reports, addressing such elements as cost analysis, prescribing trend analysis, efficiency, effectiveness, productivity, and other tangible benefits to assist in assessing the success or failure in attaining program operational goals and objectives. Provides recommendations for the resolution of problems identified in processes such as eliminating, adding, changing or rearranging specific procedures, products or services or making other changes to more efficiently and effectively utilize resources. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of established management principles, theories, administrative procedures and regulations to assure required actions are taken correctly and within time frames established. Knowledge of major VA and VISN program goals and objectives and their interrelationship to other programs and functions in the health care system. Knowledge of management principles and theories associated with organizational management, and skill in the applications of analytical techniques and methods to conduct qualitative and quantitative analysis in measuring and evaluating efficiency, economy, effectiveness, and quality of health care services to accomplish health care programs, some of which are supplemented with contracted services. Working knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning efficiency and effectiveness of program operation and substantive support functions. Knowledge is used to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve effectiveness and efficiency of various programs in a support setting. Knowledge of management principles and practices necessary to conduct qualitative and quantitative analysis of effectiveness, efficiency and productivity of clinical and administrative services in a hospital organization (e.g., benchmarking, total quality management, continuous quality improvement). This requires thorough knowledge of hospital mission, organization and work processes and the roles played by administrative and ancillary support services. Knowledge is applied in conducting a variety of studies, analyzing findings and making recommendations regarding continuing or beginning new medical services, purchasing new technology, or significantly altering directorate structures to accomplish organizational missions. This includes advanced analytics in program productivity, modeling and process workflow impacting patient centered health care. Knowledge of the organization, mission and functions and the relationship of health care programs in order to conduct comprehensive studies of medical and associated administrative functions, activities and services that facilitate the achievement of health care services of an economical, efficient and effective nature. Knowledge of numerous regulatory and operating guides applicable to a wide range of medical, service operations and programs, including medical and administrative functions. Knowledge and skill in applying fact-finding and investigative techniques (e.g., employee/supervisor interviews, review of work procedures, instructions, records and files) to gather clear-cut factual evidence of administrative products and production processes are essential. Ability to evaluates the effectiveness of VHA programs and the operations to include productivity and efficiency of health care services and programs. Ability to analyze and evaluate information, gathers factual evidence, interpret guidance, draw conclusions and ensure compliance with regulations. Ability to identify, analyze and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution through the practice of root cause analysis of problematic program efficiencies. Knowledge of the DSS relational database and related software necessary for independently producing analytical cost accounting and documents for management information in a timely and accurate fashion. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, equipment, information security, Health Insurance Portability and Accountability Act) to provide technical advice to staff analysts and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to existing systems. Knowledge of data processing documentation procedures, standard data elements and codes, available utility routines, customary fact-finding approaches, and structured analysis and design methodologies to develop individual programs, reports, and facilitate user interface and access to computer systems. Knowledge of financial and management principles, organizational theory and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures. Knowledge of the Medical Centers organizational structure, mission functions, programs, processes and resource utilization are also required. General knowledge of accounting theories, techniques, methods, and experience to solve difficult complex problems in the cost accounting of medical procedures required. General knowledge and understanding of the accounting system (FMS), the payroll system (PAID), clinical software packages, Microsoft Office Suites, SQL Program Language and all their related documents and functions in order to prepare, analyze, research and report on data in relation to the national managerial cost accounting system.
